Edidin - Yes! I got the skins off. and although the corrosion was primarily on the skin,
The Corrosion migrated into two or three of the ribs.
The channel joining the spars is badly corroded.
The bent rib damage very minor.
The leading edge had a piece of rubber channel on it that was hiding a lot of nasty dents.
A local 140 owner donated another H Stab and after taking the skins off it seems I have enough ribs and non corroded spars to build another one.
In the meantime Univair introduced me to David Lowe; what a great contact! - he is currently checking on stabilizers for me.
If i strike out there I am ready to move forward rebuilding mine by purchasing aluminum sheet, univair channel, univair leading edges.
I'm away for a few weeks on work so I'm limited on detailed pictures - I will attach what I have.

8475/Dave Sir! - Thank you for helping me understand the legalities and specific FAA rules. I'm having better luck with my mechanic now that he is getting to know the care in which I've been disassembling these two stabs. On the one hand I'm looking forward to the challenge of rebuilding a like-new horizontal stabilizer, on the other hand a couple people now have reached out with potential used H-stabilizers. This would save time for sure!
