Link - Turnbuckle Connector aka Cable shackles

I am working on putting in all-new control cables, and as part of that I wanted to install new "Link - Turnbuckle Connector" listed in the parts catalog as 0411600. As far as I can tell (from the parts I have), this is two AN115-21 cable shackles linked together.
First question: is this correct and how it should be?
Second question: How can I get the two shackles together?

The parts in question are in the attached picture.

The Shackles are bendable! So, stick a wedge-shaped object in between
the forks of one of the shackles and apply pressure to open it up.
Like , set the shackle on top of a vice that is open just enough not to interfere with
spreading the shackle when hitting the wedge-shaped object with a hammer
just enough to slip the other shackle on to it!

After that, re-bend the shackle back to its original shape /dimension by using the power of the vice!
