Cessna 140 aileron system

We own a 1947 140. The question is about 2 Formica pulleys figure 46, item 46-2 (A-114) Cessna 120/140 parts manual, which guide the respective aileron cables to the chain assembly (item 46-1). The pulleys are mounted together on a bolt. In our case the pulleys have been riveted together so that they rotate in sync. We don’t understand why and can’t duplicate that with the new bearing pulleys. The Formica pulleys are original non bearing, running on a bushing.
Has anyone seen anything like the setup described.

Never really thought about it, here's what I have, appears to be riveted also. '46 140
