On the Stromberg the rounded bottom of the bowl faces you when you install it. It's been so long since I've done a Marvel I can't say for sure on that one.

Thank you all for the excellent suggestions! I pointed my A&P toward the filter screen in the carburetor and while that was completely clean, the brand new fuel line we installed at annual was partially blocked. Looks like a manufacturing issue with the inner lining that significantly reduced fuel flow when we did the suggested flow test. It doesn't appear that the line had been kinked or smashed at any point, but was junk regardless. Got a new, new line and fuel flows the way it should now. Hindsight being 20/20, the one thing changed in the system was the thing that was wrong. Now I just need decent weather again to go test it, but should be all set.

It's usually applied to issues in flight, but,
"When things suddenly start to go down hill, undo the last thing you did."

It's not unknown to have the inner lining of the hose get caught on the barb of the fitting during assembly and end up forming a flap that blocks flow.
